If I add a bank account as a payment method, can customers skip shipping?

Hi everyone. I want people in my city to pay by bank transfer with no shipping. Is that possible? I can’t edit shipping restrictions because I’m on the Plus plan, and if I make shipping free for them I’ll be paying for it, which isn’t worth it since my city is very small. I’d be grateful to anyone who can help.
